Senate Minority Floor Leader Ralph Recto is confident that 'Death Penalty' to pass in senate will be difficult.
Recto said this is because the majority of the senators openly opposes it.
If approved, Recto said he wanted to include in amendments the giving of discretion to judge whether death penalty or lifetime imprisonment should be the imposed penalty.
